How to read the map

Height is power: everything that lets an actor shape the outcome, whether it shows on paper or not. Left to right is where each actor stands on the question, from against to in favour. Top to bottom is how much the decision affects them, from strongly affected to unaffected.

Power: the landHeight is how much an actor can shape the outcome: formal authority, control of the agenda, who gets in the room, what counts as normal. Each contour is one step.
LinksSolid: allied. Arrow: one influences the other. Dashed: in tension.
Unpacked groupsA group's members, with dotted outlines, joined to the group's centre of gravity (◇).
